An assessment of how the national plan against violent extremism is being carried out in the 5 provinces of the BARMM. It draws on interviews with 50 officials, 10 focus groups with 78 community leaders and a survey of 150 programme beneficiaries.
This report by the Institute for Autonomy and Governance looks at how the National Action Plan on Preventing and Countering Violent Extremism is carried out in the BARMM. Its 5 chapters cover the background, a review of the literature and laws, the method, the findings and the recommendations. The Australian Government funded it.
National agencies, the regional government and civil society viewed the plan well, and praised its local version under the Bangsamoro Task Force for Ending Local Armed Conflict. But only 40% of programme beneficiaries had heard of the national plan. 98% said the programmes they joined helped prevent extremism. Beneficiaries also complained of no follow-up support and of bias in choosing who got help.
The main recommendation is a regional system to monitor and evaluate these programmes, with a public database. The report also calls for programmes suited to each province's needs and culture.
