The Challenge in Southern Philippines
No longer sold new: look for it in a library, or for a used copy.
A study of why Muslim autonomy in the southern Philippines has stayed largely 'on paper', and what real self-rule for the ARMM would require. It includes the text of the 1976 Tripoli Agreement.
Benedicto R. Bacani's book draws on 12 roundtable discussions on ARMM issues sponsored by the Konrad Adenauer Foundation, and gathers the views of the stakeholders who took part. It weighs autonomy as an answer to the rebellion in Mindanao, and looks at why Muslim autonomy succeeded or failed.
It ends with recommendations to make the ARMM work as a vehicle for peace and development. It also discusses federalism and other structures that could come out of the government's talks with the MILF.
The Konrad-Adenauer-Stiftung published it in 2004 with the Notre Dame University College of Law in Cotabato City, and the Center for Autonomy and Governance co-sponsored the launch at the Manila Hotel on 1 September 2004.
Published with the Notre Dame University College of Law, Cotabato City.
