Subnational Conflict and International Development Assistance: The Case of Mindanao, Philippines
Fermin Adriano and Thomas Parks

The Mindanao case study of a multi-country Asia Foundation research project on aid in long-running subnational conflicts. Using field research and a perception survey by Social Weather Stations, it asks whether development aid in conflict areas of Mindanao has helped or hurt peace.
Fermin Adriano and Thomas Parks wrote this Mindanao report for The Asia Foundation's study of aid in long-running conflicts in Asian border regions. It was co-financed by the World Bank and UK Aid. It asks whether development aid to the conflict areas of Mindanao has helped the move from instability to peace.
The research team drew on a household perceptions survey with Social Weather Stations, case studies of municipalities, many key informant interviews, and official and violence data. They looked at communities rather than single projects. Chapters cover the history of the Moro conflict, aid strategies of selected donors, how local elites and armed groups shape aid at community level, and how aid could do more.
The report finds that despite large amounts of aid for more than a decade, the conflict had not improved. It does not blame poorly designed programmes. It argues that the conflict is so entrenched that peace may take decades, far longer than aid project cycles, and that weak monitoring makes it hard to know what works.
