Bringing Voices from the Ground to the GPH-MILF Peace Talks
Published free: the link opens the whole book.
A way to carry what the victims of violence in Mindanao say up to the negotiators at the government–MILF peace talks.
This is an action research study by Elizabeth M. Padilla, completed in November 2011 for the Applied Conflict Transformation Studies course. It follows her organisation, Sustainable Alternatives for the Advancement of Mindanao (SALAM), as it tried to pass the concerns of people hurt by violence in their communities to the government and MILF negotiating panels.
The work ran in 3 cycles: planning with SALAM staff and its board, dialogues and focus groups with community residents, and a consultation with the MILF peace panel. Background chapters cover theories of change and peacebuilding, and the all-out war of 2000 and the MILF attacks of 2008.
The findings are lessons for the organisation. An organisation needs to be clear about its role. Constructive communication helps bring change. Spaces to exchange views build trust. Letting people state their needs can free them. Accepting limits can itself drive change. The paper ends with recommendations. It was published by the Centre for Peace and Conflict Studies.
