Reflections on the GPH-MILF Peace Process
Published free: the link opens the whole book.
Malaysia’s facilitator of the government–MILF talks on how they reached the Comprehensive Agreement on the Bangsamoro in 2014, and how he got the two sides past their deadlocks.
Dato' Tengku Abdul Ghafar was the Malaysian diplomat who facilitated the talks between the Government of the Philippines and the Moro Islamic Liberation Front. He took part from 2000 to 2003, came out of retirement in 2011, and stayed until the Comprehensive Agreement on the Bangsamoro was signed in March 2014. He died in September 2016, and this short book was published the next year by the Centre for Peace and Conflict Studies in Cambodia.
His own reflections come first. They cover Malaysia's part in the talks, the role of a facilitator, the negotiating panels and how the talks were structured, and the state of the peace process after the agreement. The introduction traces the conflict from the 1970s, the MNLF-MILF split and the Framework Agreement of 2012.
The second half is tributes from people who worked with him, including MILF chief negotiator Mohagher Iqbal and government panel chair Miriam Coronel-Ferrer. A foreword by his son opens the book.
