National Responses to a Regional Problem
Still in print: the link goes to a shop that sells it.
The trade in guns across the Sulu and Celebes seas, who sells, who buys and what the Philippines, Malaysia and Indonesia have done about it.
This book studies the illegal gun trade of the Sulu Arms Market, in the border seas between the Philippines, Malaysia and Indonesia. The market has run for centuries. It both sends guns out, to conflicts and crime across Asia and the Pacific, and takes them in, to Mindanao, the Maluku Islands and parts of Malaysia.
Its 6 chapters explain the illegal arms market as a system, name the players and look at supply and demand. The players include criminal gangs, communists, Moro independence groups and Islamic militants. The book then reviews what the Philippines, Malaysia and their neighbours have done to stop the trade.
Lino Miani shows that the market is tied to piracy, terrorism and other illegal trade, and that it is a security problem for at least 5 ASEAN countries.
