Bangsamoro's New Wars (Conflict Alert 2017)
Published free: the link opens the whole book.
The 2017 Conflict Alert report on the causes, costs and trends of violent conflict in Muslim Mindanao from 2011 to 2016. It shows illegal guns, the drug trade and pro-ISIS extremist groups such as the Maute Group becoming major drivers of violence.
This is the 2017 report of Conflict Alert, International Alert's monitoring system for violence in the ARMM. It draws on police reports and news, checked with partner universities in Cotabato, Iligan and Zamboanga. Its 2 main parts compare violence in 2015 and 2016, then look at the whole period from 2011 to 2016. Data tables, the method and heat maps are in the annexes.
The report finds that 2016 saw a sharp rise in violence in every province, during the elections and the national drug war. Illegal drug incidents grew 6-fold, and drug and other illicit trades were the biggest cause of violent incidents. Gender-related violence became the second biggest cause.
Rebellion and extremist violence caused the most deaths. The report tracks the rise of groups that pledged allegiance to ISIS: the BIFF in Maguindanao, Abu Sayyaf factions in Sulu and Basilan, and the Maute Group in Lanao del Sur.
