Published free: the link opens the whole book.
The 2020 Conflict Alert report, analysing conflict data and trends in the Bangsamoro from 2011 to 2019. It tracks how long-running clan, political, criminal and extremist violence continued into the first year of the BARMM.
Conflict Alert is a conflict monitoring system run by the Philippines programme of International Alert. It tracks violent incidents, their causes and their human cost down to the village level. This edition covers 2019, the year the BARMM was created, and brings the dataset to 9 years. It was funded by the World Bank and the Australian Government, with Western Mindanao State University and Notre Dame University as partners.
The report finds that violence fell for the third year in a row, to 2,655 incidents, 9% fewer than in 2018. Lanao del Sur went the other way: incidents rose 29% and deaths 26%. Extremist incidents in Basilan dropped by 62%. Illegal drugs and illicit guns were the leading single causes of violence, and deaths from clan feuds rose 53% to 107.
Chapters cover the region in 2019, the method, conflict by province, causes and deaths. A section on flashpoints looks at rising clan feuds, resource conflicts, violent extremism, the anti-drug campaign and tensions over the rebuilding of Marawi.
