A study of how vulnerable or resilient the madrasah system is to violent extremism, and where it is heading in the Philippines. It weighs how public policy and the BARMM's regional autonomy can support madrasah development.
This 2023 study by the Institute for Autonomy and Governance asks how far madaris in the BARMM are open to, or protected against, recruitment by violent extremist groups. It also looks at where madrasah education is heading and what public policy and regional autonomy can do for it. The Australian Government funded it.
The researchers surveyed 198 madrasah heads and senior teachers, interviewed 7 regional and local officials, and held focus groups with 44 stakeholders in the 5 BARMM provinces. Key informants saw brighter prospects: a Directorate General on Madrasah Education now has a budget, and the Bangsamoro Education Code provides for public madaris run by the Ministry of Basic, Higher and Technical Education. But 7 in 10 of those surveyed said that being near conflict zones, and the presence of extremist groups, make schools vulnerable. They also pointed to limited funding and weak government oversight.
The report has chapters on the literature, method and findings, and ends with recommendations on policies and programmes.
