Schooling and Ethno-Religious Conflict in the Southern Philippines
Still in print: the link goes to a shop that sells it.
Schools as a front in the Moro conflict: what public schooling meant to Muslim Filipinos, and what the madrasah offered instead. Second edition 2020.
This book is a historical and ethnographic study of a century of efforts to use schooling to absorb the Muslims of Mindanao and Sulu into the Philippine nation. Jeffrey Ayala Milligan argues that the region is a test case for using education policy to ease conflict between ethnic and religious groups.
In the 2020 second edition, the chapters move from education before colonial rule, to American schooling of Muslim Filipinos from 1898 to 1935, which he calls "pedagogical imperialism". They then look at alienation from schooling in Muslim Mindanao today and the Islamisation of education through the madrasah. The last chapters propose a way forward and a Bangsamoro philosophy of education based on what he calls "prophetic pragmatism".
