Mindanao in Transition (Accord issue 6)
Edited by Mara Stankovitch
Published free: the link opens the whole book.
An issue of the Accord series on the negotiations between the Philippine government and the MNLF that led to the 1996 'Final Peace Agreement'. Published with MSU General Santos and Notre Dame University, it carries essays, interviews, profiles and the key texts of the agreements.
Issue 6 of Accord, the peace process series of the London-based Conciliation Resources, looks at the 1996 Final Peace Agreement between the Philippine government and the Moro National Liberation Front. That deal ended 24 years of war after every earlier attempt at a settlement had failed, though carrying it out did not end the violence. The issue was edited by Mara Stankovitch, with contributors including Rufa Cagoco-Guiam, Carolyn Arguillas, Macapado Muslim, Soliman Santos Jr. and Eric Gutierrez.
The 1999 articles cover the agreement itself, Mindanao as a "land of promise", Islamic diplomacy, the constituency for Moro autonomy, civil society's part in the process and the politics of transition. There are interviews with the MILF's Mohagher Iqbal and with Ramon Moambing on the Lumad, along with key texts, a chronology, profiles and further reading.
In 2003 a supplement, prepared with the MSU Centre for Peace Studies, added articles on the talks and fighting with the Moro Islamic Liberation Front and on civil society initiatives such as local monitoring teams and "spaces for peace".
